ONE ASSESSMENT PLATFORM, FOUR GENERATIONS
1998 – 2000 Batrus Hollweg International, via Campanella, Inc. — Researched, designed, and implemented OCR capture of hand-marked answer forms to replace the prior system; primary business analyst, database architect, and DBA (SQL Server).
2002 – 2012 Batrus Hollweg / 3Peaks, via BrainStorm SDG (own firm) — Built the entire SQL Server data and scoring layer (stored-procedure processing) for a high-volume assessment platform serving hundreds of client organizations.
2013 – 2015 Knox Technology — SonicAssess — Specified the data architecture from inception for the MongoDB-generation platform that absorbed the Hollweg instruments and assessment services.
2014 – present Hollweg Assessment Partners — HAPselect — Architect of the Azure-generation system, application behavior and data architecture alike. Implemented by a contracted development vendor to written specification.
EXPERIENCE

Employee since 2021; consultant and subject-matter expert 2014–2020. The company's only technical staff member and, since 2023, the sole remaining holder of the platform's technical history.
Own system architecture, data architecture, technical specification, and roadmap for a candidate and employee assessment platform. Direct an offshore development vendor and an infrastructure vendor against those specifications.
Designed and specified the platform's scoring layer across two paradigms with the company's psychometricians: first, ratings applied at the score level, with the founding psychologist; then the conversion of all scoring and calibration to percentile ratings, with the R&D lead. Specified the Overall and Potential algorithms. Designed an original multi-pass percentile rescoring method in which composite percentiles are re-normed against the benchmark, and the logic for interpreting percentiles against rating ranges.
Designed the reporting layer as a composable, client-configurable model: report elements (custom trait labels, custom items such as problem-solving scenarios, custom components, custom reports) are mixed and matched by trait type and rendering model and stacked sequentially. Narrative is driven by a prioritized-trait comment mechanism that measures priority traits against a candidate's scores and returns database-configured comments in priority order. In production for over ten years.
Designed a data-driven, composable rating-adjustment mechanism: progressive triggers keyed to percentile ranges and compounding parameters adjust dependent ratings and emit outputs for recruiting decisions. The rules are configured, deterministic, auditable, and open to inspection.
Built the bridge between the psychometric team's statistical analysis platform and production: the Excel-structured export format, the import requirements, and the database import routine.
Chief API architect for client integrations: project-driven integrations with Workday, iCIMS, and other ATS/HRIS platforms; a bridge integration for a client HRIS that offered no integration surface; and the design and specification of the general API consumed by clients.
When the company's I/O staff were gone, took on client analytics directly: extracted score data, shaped it for Tableau and AI consumption, built analytical workbooks, and delivered richly formatted data interpretation, presented to clients in person. Data interpretation, not psychometric analysis. The instrument stays with the psychologists.
Built a proof-of-concept AI-assisted consultant-summary system (2023–24): prompts assembled the client's job description, the platform report, the client's stated preferences, and the candidate's score data into a draft consultant summary. Every draft was reviewed by the owner before release. Used on real candidates to cover a consultant absence; most drafts released without change. Extended to executive assessments with the owner's own rules and writing samples. Never formalized or adopted.
Built hapbi, an internal analytics and operations site, solo, human-directed and AI-assisted from concept to implementation: billing generation and export, pricing management with change history, client and activity reporting, and a candidate right-to-be-forgotten module with dry-run preview, audit trail, and response letter. Node/Express on Azure with Entra ID authentication, SQL Server and MongoDB Atlas, CI/CD with staging-slot swaps.
Designed the platform-modernization decision for a non-technical owner: bracketed the vendor's single estimate with conservative and aggressive alternatives and a plain-language decision framework. Held scope at the application layer (MongoDB retained). Specified Azure infrastructure as a complete resource bill of materials. Sequenced migration by blast radius (candidates, then clients, then administrators) with staged cutover and rollback. Routed acceptance testing to psychometricians rather than developers, so the people who know whether a score is correct maintain the tests.
Leading data-preservation and retention analysis through product decommission; named technical contact for clients' integration shutdown and data-export requests.

Co-founded two state-licensed Texas child-placing agencies. Technology, operations, quality, security, and board roles since.
Architected and hand-built Radius, the agencies' case-management and document platform (VB.NET, SQL Server), in continuous production since about 2004; now migrating its front end to Pulse (Node/Express, Azure).
Designed a layered compliance platform: an artifact catalog classifying every document the agencies can hold (1,610 definitions); a data-source registry with audience ceilings and verbatim-field guarantees; a playbook registry binding document types to executable governance rules; and a git-versioned policy knowledge base serving as human reference, API payload, and AI-agent context at once. Implemented by directing AI coding agents against written specifications and acceptance checklists. Standing rule: nothing AI-generated becomes operative without a named human approving it.
Led the agencies' readiness for Texas's T3C foster-care redesign. Decomposed the 496-page Blueprint into service-package specifications with citation traceability. Designed a 120-point caseload weighting index reconciling nine state-mandated ratios into one governable number. Wrote the IT security and data-governance policy suite. State credentialing reviewers approved the documentation; the agencies hold interim-active credentials across the requested service packages.
Answered a 143-item regulator enhancement request by classifying every item against the reviewer's own record and establishing that none constituted a new requirement. Approval followed.
Led technical and operational elements of achieving Council on Accreditation (COA) accreditation, 2010–2011.
